StuNed Scholarship, Collaboration of HRLS FH UNAIR & ECPC Maastricht University to Increase the Capacity of Lecturers & Researchers in Cybersecurity Issues

As part of the Indonesian-Dutch cooperation in the Security and Law Enforcement field, the Center for Human Rights Law Studies (known as HRLS or The Center for Human Rights Law Studies) Universitas Airlangga received a StuNed scholarship from the Dutch Government. The scholarship is in the form of training entitled Strengthening Cyber Rights and Policy in a Digital Society.

 

The training was opened offline by Iman Prihandono, Dean of the Faculty of Law UNAIR, at the UNAIR Dharmawangsa campus. Also present were Mark Hengstman, Deputy Head of the Political Department of the Royal Netherlands Embassy, and Peter van Tuijl, Director of Nuffic Neso Indonesia online, Monday (16/1).

 

HRLS documents that cyber technologies target many attacks on academic freedom at the university level. On the other hand, the teaching curriculum in tertiary institutions is limited and does not even have source material.

 

Therefore, HRLS proposed this training to increase the capacity of lecturers and researchers at the tertiary level in the field of cyber security. In addition, this training was held to find solutions to the rapid cybercrime incidents by providing cyber security policies and strategies from various approaches.

 

“Training topics and materials will be significant for Indonesia. This will not only strengthen the knowledge of academics in Indonesia, especially in the Eastern region, but also prepare cyber security, including legal infrastructure, as early as possible. Hopefully, we can continue to the next training,” said Iman.

 

The training participants totaled 25 people. They consist of lecturers and researchers from various universities in East Java and the Legal Aid Institute (LBH) in Surabaya. The topics discussed in training included cyber security culture, cyber security awareness, and cyber security policies and strategies.

 

Propose Policy

After the training, alums can propose a summary of a cybersecurity policy or strategy based on the risk management process and a draft teaching manual on cybersecurity awareness and digital rights protection. Thus, later there will be a transformation of the training results to students and the community.

 

This training was organized by the European Center on Privacy and Cybersecurity (ECPC) at Maastricht University in the Netherlands. ECPC Director Cosimo Monda expressed his gratitude for being able to join FH UNAIR directly. According to him, cybersecurity is critical in the current era, so it needs to be paid more attention to by all parties. One of them is for academics who will produce new leaders in the future.

 

Meanwhile, on the same occasion, Peter van Tuijl, Director of Nuffic Neso Indonesia, stated that this cybersecurity topic is exciting to discuss and has a broad scope. This is because cyber security sometimes has its challenges in several contexts of its application in various sectors. He also hopes similar cooperation can continue and produce even more exciting activities.

 

As stated by Mark Hengstman, First Secretary on Political Affairs, Embassy of the Kingdom of the Netherlands in Indonesia, this training is a series of cooperation between the Netherlands and Indonesia in the fields of security and law enforcement. “The Netherlands is one of the first countries to establish bilateral cooperation with Indonesia in the field of cyber security,” he said. According to him, the issue of cyber security is fundamental to be considered by the business sector, government, and society. (*)
