The price of medium-grade rice has reached Rp14,500 per kilogram, up about 15 percent. This surge is squeezing household purchasing power and raising the risk of food inflation spilling into other sectors. As a strategic commodity, rice is central to Indonesia\u2019s social and economic stability.<\/p>\n\n<p>Professor of Economics at <a href=\"http:\/\/unair.ac.id\">Universitas Airlangga<\/a>\u2019s Faculty of Economics and Business, Prof. Dr. Rossanto Dwi Handoyo, S.E., M.Si., Ph.D., said the main issue lies in declining agricultural productivity. \u201cIn the past, one hectare of rice fields could produce four to six tons of grain. Now the yields are much lower,\u201d he explained.<\/p>\n\n<h5 class=\"wp-block-heading has-black-color has-text-color has-link-color wp-elements-cbbd2e9b46caf4e0771dfc9a8983f812\"><strong>Climate change and production imbalance<\/strong><\/h5>\n\n<p>Prof. Handoyo noted that climate change is a long-term challenge that has disrupted planting and harvesting cycles, making it harder for farmers to plan effectively. \u201cIn some areas, what used to be two planting seasons a year has been reduced to one,\u201d he said. The problem has been compounded by farmland conversion, with many productive fields turned into non-agricultural zones. <\/p>\n\n<p>He added that stagnant production coupled with rising consumption continues to push prices higher. While the government has promoted food estate programs, their long-term effectiveness is still uncertain. \u201cDeclaring self-sufficiency just because imports stop for a few months is not a real solution. True self-sufficiency must be sustained for at least three to five years,\u201d he stressed.<\/p>\n\n<p>Although the state logistics agency Bulog helps contain price spikes through market operations, the measures are temporary. Once the operations end, prices often rebound. The oligopolistic structure of the rice market also raises risks of cartel practices and manipulation, including the recent controversy over mixed rice.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"773\" src=\"https:\/\/unair.ac.id\/wp-content\/uploads\/2025\/04\/pak-rossanto-1-1-1024x773.webp\" alt=\"\" class=\"wp-image-348904\" srcset=\"https:\/\/unair.ac.id\/wp-content\/uploads\/2025\/04\/pak-rossanto-1-1-1024x773.webp 1024w, https:\/\/unair.ac.id\/wp-content\/uploads\/2025\/04\/pak-rossanto-1-1-300x226.webp 300w, https:\/\/unair.ac.id\/wp-content\/uploads\/2025\/04\/pak-rossanto-1-1-768x580.webp 768w, https:\/\/unair.ac.id\/wp-content\/uploads\/2025\/04\/pak-rossanto-1-1.webp 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<h5 class=\"wp-block-heading has-black-color has-text-color has-link-color wp-elements-381a7586cff87a0a02bf831247838557\"><strong>Impact on poverty and small businesses<\/strong><\/h5>\n\n<p>Rising rice prices affect more than consumer spending. Every 10 percent increase in rice prices could push the poverty rate up by around 1 percent, with poor households bearing the brunt.<\/p>\n\n<p>Micro, small and medium-sized enterprises (MSMEs), particularly those in the food industry, also face mounting pressure as production costs climb. \u201cThey are forced to choose between raising prices or accepting thinner profit margins,\u201d Prof. Handoyo said.<\/p>\n\n<p>While the government distributes rice aid to low-income households, its reach is limited. For SMEs, long-term fixed-price contracts with Bulog could help stabilize raw material costs and reduce financial uncertainty. <\/p>\n\n<h5 class=\"wp-block-heading has-black-color has-text-color has-link-color wp-elements-367de8a0cc24825ae83c71f685811733\"><strong>Building new rice hubs<\/strong><\/h5>\n\n<p>Looking ahead, Prof. Handoyo predicted that within the next 10\u201320 years, Java may no longer serve as the country\u2019s main rice producer. He urged the government to establish new production centers outside the island through comprehensive planning, including irrigation development, transport infrastructure, workforce training, and farmer incentives. <\/p>\n\n<p>\u201cThese efforts must be prepared from upstream to downstream to be effective,\u201d he said.
