Surabaya City Government Gives Lecture on Procurement of Goods/Services

UNAIR NEWS – Under Article 1 point 1 of Presidential Regulation No. 16 of 2018 Procurement of Government Goods / Services, hereinafter referred to as procurement of goods / services is the procurement of goods / services by ministries / institutions of regional apparatus funded by APBN / APBD from identification of needs until with the handover of the work.

On Wednesday, May 23, the Surabaya City Government, especially the Procurement Services Unit, gave guest lecture to Faculty of Law students Universitas Airlangga  who took the course on Procurement of Goods / Services. The event took place in Room 303, Building A, FH UNAIR.

With a vision to realize the system of procurement of goods / services prioritizing efficiency, effectiveness, and transparency, Head of Procurement Services Unit Tri Brotosantoso as the speaker stated that Pemkot Surabaya has built a procurement website application. The purpose of making the application is to simplify the process of planning to control every activity of procurement of goods / services.

Implementation of goods / services referred in the website includes  e-planning, e-budgeting, e-project / planning, e-procurement, e-delivery, and e-controlling . In e-planning, in general, government plans from small to medium level.

The focus is on capturing people’s aspirations through electronics. Meanwhile, e-budgeting focuses on financing capital expenditure needs and personnel expenditure.

“With this e-budgeting can be directly calculated because there is a standard highest price of a unit that has been formulated in regulation of the mayor. After approval of DPRD, it becomes e-project / planning . When becoming an e-project / planning , the data directly go into general procurement plans, “said Tri.

For e-procurement (electronic tender), with a procurement package over 200 million, the auction shall use e-procurement / Procurement Services Unit. This means that regional officials may not conduct their own auctions.

Meanwhile, e-delivery is a system of administrative support activities. It includes a web-based computer program to facilitate the needs of contracting procurement of goods / services and the provision of documents.

“Next switch to e-payment . Payment is no longer manual. If it’s paid, the proof of payment will be generated. The proof was included in e-simbada , “said Tri.

“The last is e-controlling , as the realization of comparison between e-delivery and activity plan or e-project / planning ,” he added. (*)
