UNAIR NEWS – Legal Science and Development (MHSP) Master Program UNAIR held another public discussion “Law and International Development: A Human Right Perspective”. This discussion was attended by Prof. Yuzuru Shimada, LLM., from Graduate School of International Development (GSID), Nagoya University, Japan. Dr. Herlambang P. Wiratraman, Phd., from Human Rights Study Center, Faculty of Law UNAIR was also present as a speaker in the public discussion.
The event held on Thursday, May 19, Prof. Shimada presented his material in Bahasa Indonesia. He even sometimes made jokes to make the discussion lively.
In the discussion, Prof. Shimada presented his view on human rights problems which he called as human rights dualism. He explained about some human rights problem, such as civil rights and political and also economic, social and cultural. The rights have created complex problems on human rights which in the practice even harm the people. For the poor, they just need their right to stay alive such as right to eat. But the regulation makes the right unattained.
Talking about good governance problem, Prof. Shimada responded to any terms offered such as development, poverty reduction could not guarantee all their living rights. “Issues like development, poverty reduction always become the main issues in good governance,” said Prof.Shimada in the opening.
Besides Prof.Shimada, Dr. Herlambang also talked about good governance which he thinks is an answer to government’s disability in managing, planning and implementing policy. Talking about human rights discussed in the society, he believed they are not human right violations but selected human right. It was seen from findings on human right implementation which actually involved certain interests was considered as selective, then it became human right paradigm as a strategy in the market.
“The importance of human rights nowadays has shifted and even stopped by good governance (GG). In this regard, bad governance/poor governance is considered cynical to human rights,” said Dr. Herlambang.
