UNAIR NEWS – A total of 195 delegates representing 24 state universities with legal entity status (PTN-BH) from across Indonesia gathered for the MSA PTN-BH plenary session at Universitas Airlangga (UNAIR). The meeting took place on Friday (February 7, 2026) at the Airlangga Convention Center, MERR-C Campus, UNAIR.
Under the theme Aligning the Draft of National Education System Law with Current Higher Education Conditions, Head of UNAIR Academic Senate Prof. Dr. Nursalam, MNurs (Hons) said the forum marked a strategic moment for PTN-BH institutions to collectively respond to ongoing shifts in national education policy.
“The theme reflects the academic senate’s sense of responsibility and concern in ensuring that national education policies remain aligned with real-world conditions, global challenges, and the future development needs of Indonesian higher education,” he said.
Prof. Nursalam noted that the forum served as a platform for evaluation, dialogue, and the formulation of strategic recommendations on the Draft of National Education System Law (RUU Sisdiknas), which has been included in the 2026 National Priority Legislative Program. The plenary session was expected to help bridge academic perspectives with public policy discussions currently underway between the government and the House of Representatives (DPR RI).
He hoped that the MSA PTN-BH (Academic Senate Council of PTN-BH) would produce concrete strategic actions and substantive input in responding to the RUU Sisdiknas, while reinforcing the role of academic senates in safeguarding the quality, relevance, and competitiveness of Indonesia’s higher education system.

UNAIR Rector Prof. Dr. Muhammad Madyan, SE, MSi, MFin said the theme of the plenary session was particularly timely amid rapid policy changes and mounting global challenges faced by Indonesian universities. He described the forum as an important space for PTN-BH academic senates to deliver constructive, forward-looking perspectives focused on quality, sustainability, and the long-term future of national higher education.
