UNAIR NEWS – The National Commission on Human Rights (Komnas HAM) is mandated by the law to promote and enforce human rights in Indonesia. For the past four years, Komnas HAM has developed the Norm and Regulatory Standards (SNP) as a guiding reference for everyone—especially the government, parliament, and law enforcer to run their powers according to human rights standards.

On Wednesday afternoon, September 21, 2022, Komnas HAM visited Human Rights Law Studies (HRLS) of Universitas Airlangga Faculty of Law (FH) to disseminate the SNP. In the agenda, Sandrayati Moniaga, Komnas HAM Commissioner, said that they had released ten SNP online on Komnas HAM official site. Some topics raised in the SNP include freedom of religion and belief, victims’ rights of serious human rights violations, freedom of opinion and expression, the right to health, and human rights to land and natural resources. She also said that the SNP accommodates specific standards for vulnerable groups, such as women, disabled persons, indigenous people, and children.

“We have disseminated the SNP to various government and judicial institutions, such as the Coordinating Ministry for Political, Legal, and Security Affairs (Kemenko Polhukam), the Health Ministry (Kemenkes), the Ministry of National Development Planning/National Development Planning Agency (Bappenas), and the Supreme Court (MA). We have agreed with the Human Rights Teaching Union (SEPAHAM), so the SNP can be used for guiding reference in teaching human rights and other branches of legal sciences,” said the human rights activist.

Komnas HAM also disseminated the National Human Rights Resource Center (Pushadamnas) as a one-stop shop for human rights. Pushadamnas is an electronic-based information system for receiving, managing, processing, and utilizing data, information, human rights instruments, and developing human resource networks in the field of human rights. Sandrayati hoped that the Pushadamnas may connect the internal and external information of Komnas HAM.

“Pushadamnas is expected to be able to process the data and information, and becomes an indicator in government’s policy-making, and raise the awareness of human rights for the state apparatus and society,” she ended.
