Government Boosts Research and Innovation

UNAIR NEWS – Through the Directorate General for Research and Development (Risbang) of the Ministry of Technology and Higher Education, the government continues to improve research and innovation among scientists in Indonesia. To that end, Director General of Risbang together with Research and Innovation Institute of Airlangga University held Socialization of Industrial Technology Development Program (PPTI) and Research Incentive of National Innovation System (INSINAS) on Tuesday, September 26.

Taking place in Kahuripan Hall 301, the dissemination was delivered directly by Dr. Eng. Hotmatua Daulay, M. Eng., Director of Industrial Technology Development, General Directorate of Research Development, Ministry of Research, Technology and Higher Education. In his presentation, he explained about the Industrial Technology Development Program (PPTI) and Research Incentive of National Innovation System Incentive (INSINAS).

In addition Hotmatua also talked about Minister of Research, Technology, and Higher Education Regulation Number 42 in 2016 on Measurement and Level of Technology Readiness Determination. More specifically, Hotmatua emphasized that the regulation is concerned more about the mass production of research and development results in order to improve competitiveness.

“The issue of this downstream problem is in funding. As the state finance is also very limited, “he explained.

However, Hotmatua said that the instruction to optimize the results of research into the downstream phase is a direct instruction from the president.

“This is the order of the president and minister so the results of the research can be mass produced,” he said.

In the second session, Hotmatua emphasized the importance of mapping the development of each stage of research that has been conducted by researchers. If there are more researches in the upstream stage, he hoped that it can continue to the downstream phase.

“If in the upstream phase, we have 100 researches, at least there will be 98 researches continue to downstream phase. But if it cannot be like that, we need to look for obstacles or things that interfere during the research process, “he explained.

Mapping for Hotmatua is considered important as it is supporting the industry. According to him, the industry will ask the Level of Technology Readiness (TKT) to a certain level to meet the needs of the industry.

“It does not have to be all up to the final level. At the certain level, some industrial may utilize the research results. With this mapping, the industry will not make wrong choices in taking research results, “he concluded. (*)
